[Maxima] 5.12.0 Linux & source releases in SF file manager

Hello,

I have retagged 5.11.99rc3 as 5.12.0 and posted tar.gz and rpms
to the SF file manager.

Vadim, can you please create a Windows installer and post it?
I created a 5.12.0-Windows release but it is empty at present.

I'll make a general announcement after the Windows installer
is available.
