[Maxima] Maxima 5.13.0 release candidate 1

Hello,

I have tagged 5.13.0 rc1 in CVS as version-5_12_99rc1
on branch RELEASE-5_13_0-BRANCH, and posted
tar.gz, srpm, and rpm files to the SF file manager.

Vadim Zh, if you can create a Windows installer, that would be terrific.

Anyone who has the time is invited to test the release candidate.
Thanks for your help.

Developers, as ever let's try to simplify the release process
by keeping commits on the release branch to a minimum.
Probably this means most or all commits should be only bug fixes.
