You'll find this information in the gnuplot manual:

http://gnuplot.sourceforge.net/docs/node439.html

According to this, you should have wgnuplot.ini in the windows 
directory. Open it with a text editor and write your options.

I don't use windows, so I can't check this. Sorry.
