Do I use tlimit the wrong way?

No, sorry, this was apparently my mistake, as I can't get tlimit to work in
5.12 or 5.13. Strangely enough, though, limit(taylor(h,k,1/3,1),k,1/3,plus)
(or minus) *does* give the correct answer in both 5.12 and 5.13.
