I cannot reproduce your result; with the current Xaxima I get:
MAXIMA> (defpackage :r (:use "ga"))
Maxima encountered a Lisp error:
SYSTEM::%FIND-PACKAGE: There is no package with name "ga"
Automatically continuing.
To reenable the Lisp debugger set *debugger-hook* to nil.
(same result in Maxima). Which version are you using?
