Ray, thanks for working on this. I think constrained optimization is
a very important topic so I am glad to see this.

Apparently DONLP is released under terms which allow noncommercial
use in general, and commercial use through specific arrangement
with TU-Darmstadt. So DONLP couldn't be distributed with the rest
of Maxima since the GPL has no commercial use restriction.
Maybe it would be worth it to see if they would let us license DONLP
under terms of the GPL.
