[Maxima] Maxima 5.19.2 release

Hello,

I';ve tagged version-5_19_2 in CVS and built tar.gz & rpms
and uploaded them to the SF file manager.

Changes wrt 5.19.1:
 * bug fix in defint
 * bug fix in csign
 * bug fix in "not"
 * bug fix in implicit3d
 * bug fix in sublist
 * bug fix in share/matrix/eigen.mac
 * bug fix in share/contrib/stats/stats.mac

I hope someone can post a Windows installer.
