Some time ago I changed Makefiles so that "make install" would build a
ccl compiled maxima. The changes are in my github repository:
https://github.com/andrejv/maxima/tree/windows-ccl
It should be easy to modify this branch so that it uses some other
lisp which does not depend on gcc.
